What is the meaning of the noble verse: {And [there are] others deferred until the command of Allah – whether He will punish them or whether He will forgive them. And Allah is Knowing and Wise} (9:106), and who are those referred to therein?

Verse 106 of Surah At-Tawbah speaks of those who lagged behind in the Battle of Tabuk, who are "the others" (al-murjawn) whose matter was deferred until Allah decided upon them. These are the three: Ka'b ibn Malik, Murarah ibn Ar-Rabi', and Hilal ibn Umayyah. They spoke truthfully to the Prophet, peace be upon him, and admitted their sin. So, Allah accepted their repentance after fifty nights, while others lied and swore, and their repentance was not accepted.
