Is the verse (9:120) "nor do they tread any ground that enrages the disbelievers" specific to disbelievers who are at war, or is it general to include every disbeliever, and is a Muslim rewarded for enraging peaceful disbelievers, and if so, how can this verse be reconciled with the verse (60:8) "Allah does not forbid you from those who do not fight you because of religion and do not expel you from your homes - from being righteous toward them and acting justly toward them. Indeed, Allah loves those who act justly"?

The first verse in Surat At- (9:120) speaks of the warring disbelievers, and its context in the Battle of Tabuk clarifies this.
As for the second verse in Surat Al-Mumtahinah (60:8), it pertains to peaceful disbelievers and is general in its treatment of them, regardless of the reason for its revelation. The verse that follows it (60:9) specifies the ruling on dealing with warring disbelievers, and thus there is no contradiction between the two verses.
