Is the verse: ﴿لَيْسَ لَكَ مِنَ الْأَمْرِ شَيْءٌ أَوْ يَتُوبَ عَلَيْهِمْ أَوْ يُعَذِّبَهُمْ فَإِنَّهُمْ ظَالِمُونَ﴾ [You have no say in the matter whatsoever, whether He accepts their repentance or punishes them, for indeed they are wrongdoers] abrogating the Prophet’s qunūt (supplication) after Rukūʿ (bowing) in the Fajr prayer, and his supplication against Abu Jahl, and what is the reason for the revelation of this verse?

Al-Tabari said in his interpretation of the verse: "Not for you, [O Muhammad], is the decision of the matter at all" (Quran 3:128) meaning that Muhammad (peace be upon him) has no say in the affairs of Allah's creation. He must execute Allah's command and obey Him. The affairs and destiny of creation are solely in Allah's hands; He decrees among them whatever He wills, be it repentance or punishment. The ruling of Qunūt remains valid, whether the verse was revealed after [the Battle of] Uhud or during the Prophet's Qunūt and his supplication against a group of Quraysh; it is not abrogating.
