Is it permissible for a man to marry his ex-wife's sister after divorcing her, whether he had children with her or not?

If a man divorces his wife and her waiting period ('iddah) ends, it is permissible for him to marry her sister, whether or not he has children from her. This ruling is agreed upon among scholars.
