If it is established that the traffic violations occurred during the time of the car's first owner and did not happen after its sale, then he is responsible for them and must pay them. He is not entitled to refuse payment on the grounds of statute of limitations. The prevailing custom in the market that they must be paid within a week is not considered valid, because this custom, in this case, is a condition for clearance within a certain period from an unknown defect, which is impermissible.
