What is the ruling on asking people for their belongings, such as using the internet, whether they are relatives or not?

The Sharia texts permit borrowing from people, and the Holy Quran condemned those who withhold al-ma'un. Ibn Mas'ud and Ibn Abbas interpreted al-ma'un as the lending of a pot, a bucket, and similar items, which indicates the permissibility of asking for them. It is also authentically reported that Ka'b ibn Malik borrowed two garments, which demonstrates the permissibility of borrowing. Thus, whoever needs something is permitted to ask people for it.
