What is the ruling on asking people for their belongings, or on using free things such as the internet, food, and drink distributed for free, regardless of whether the person is in need or not, or whether there would be harm if they did not take them?

It is permissible for the needy poor person to ask for his needs and the needs of those he supports. Indeed, it may be obligatory for him if his life or the lives of those he supports depend on it, whereas it is not permissible for the rich to ask. Utilizing what people have been permitted to use for free, such as the internet or free food and drink, is not considered blameworthy begging, whether for the rich or the poor. This is based on the Almighty's saying: "There is no blame upon the blind, nor any blame upon the lame, nor any blame upon the sick, nor upon yourselves, that you eat from your houses or the houses of your fathers or the houses of your mothers..." [An-Nur: 61].
