Encouraging people to collect donations in the mosque is permissible and there is no objection to it. The Prophet, peace and blessings be upon him, did this, and the Companions collected charity in the mosque. Commanding charity and collecting it in the mosque is permissible when there is a need.
It is stipulated that this should not take place between the two sermons, nor between the sermon and the prayer.
As for holding a lesson before the sermon, previous fatwas have been issued permitting it.
