Is it permissible for a person afflicted with irregular urinary incontinence to combine prayers (Dhuhr and Asr, and Maghrib and Isha) according to the school of thought of Imam Ahmad ibn Hanbal, or is the concession of combining prayers specific only to those with continuous incontinence?
If a person afflicted with سلس (incontinence) knows a time when the flow stops, which is sufficient for purification and prayer, then he must wait for that time. In this state, he is not considered afflicted with سلس, and therefore he should not combine prayers. Hanbali jurists stipulate for the establishment of سلس that the discharge must be continuous and that purification is not possible except with hardship. Whoever does not meet these conditions does not have the concessions of a person with continuous discharge. Therefore, whoever experiences a cessation of urine for a time sufficient for purification must perform the prayer at its appointed time, and he is not required to perform ablution again if no further discharge occurs thereafter.
