Usury is forbidden at all times and in all places, and this is the implication of the general verses and hadiths. However, in cases of compelling necessity, it is permissible to engage in it, due to the Almighty’s saying: (And He has already explained to you what it is that He has forbidden you, except for that to which you are compelled) [Al-An'am:119].
