What officials do by creating a fictitious name to deceive the state is not permissible, because the Prophet, peace and blessings be upon him, said: "Whoever cheats us is not of us." Money received for a permissible work that was performed as required is lawful money and does not need to be returned. However, one must refrain in the future from working under a fictitious name, due to the assistance it provides in cheating and deception.
