Is a woman required to ask her brother, who may have reached puberty, if any signs of puberty have appeared on him, knowing that he does not pray and resides in another country?

"A woman is not obliged to ask her brother about his puberty unless she wants him to be her guardian (wali) in marriage. If the guardian is absent with a severed absence, then guardianship either transfers to the next in kin or to the ruler. The guardian can also deputize someone to marry off his ward, provided that means of communication are available. The one who abandons prayer must be advised and admonished about the danger of abandoning prayer, and that some scholars have deemed it an act of disbelief."
