A child who dies by drowning is considered a martyr, and it is hoped that they will be in Paradise alongside Abraham (peace be upon him). Scholars are unanimous that Muslim children who pass away are among the people of Paradise.
The deceased child should be washed and prayed over. It is permissible to pray over them even if they have not been prayed over before.
