What is the obligatory action to take to resolve the problem of not completing a marriage, specifically the ambiguity regarding which party is procrastinating in completing it, especially after having committed a sin with the suitor?

Both parties must repent to Allah and proceed with solemnizing the marriage. The suitor should speak directly to the fiancée's father or seek someone to intercede on his behalf. Seclusion (khalwa), touching, looking (with desire), or impermissible conversation are not allowed before the marriage contract. Phone conversations should be limited to what is necessary for the marriage, and if one fears falling into the forbidden, they should cease. The delay of marriage should not be due to the suitor's poverty as long as he is a man of religion and good character. If the father procrastinates, the fiancée can intercede through her mother or someone else who influences him to expedite the matter. Otherwise, she has the right to take the matter to a judge.
