Is "Read the Quran in the Arabic language and dialect" a Hadith?

We have not come across the Hadith mentioned in the question, but perhaps the questioner intends what At-Tabarani and others narrated from Hudhayfah ibn al-Yaman, who said: The Messenger of Allah, peace and blessings be upon him, said: "Recite the Qur’an with the melodies and voices of the Arabs, and beware of the melodies of the people of the two Books and the people of immorality. For there will come after me a people who will recite the Qur’an with the recitation of singing, monasticism, and wailing. It will not go beyond their throats. Their hearts will be misguided, as will the hearts of those who admire their affair." This chain of narration is weak and very feeble, and not authentic, due to containing three defects: its narrator from Hudhayfah is unknown, Husayn ibn Malik al-Fazari, from whom Baqiyyah narrates, is unknown, and Baqiyyah ibn al-Walid was a frequent mudallis (one who conceals defects in a chain of narration) and narrated from unknown shaykhs.
