Is this a sound hadith: "Whoever speaks Arabic is an Arab"?

This Hadith: "O people, verily the Lord is one Lord, and the religion is one religion. And Arabic is not from any of you by father or mother; rather, it is the language. So, whoever speaks Arabic is an Arab," was narrated by Ibn Asakir from Abu Salama bin Abd al-Rahman as a Mursal (missing the Companion in the chain of narration). Al-Albani ruled it to be severely weak.
