Is it permissible to fish using live bait: a small fish, a worm?

The fundamental principle in Islamic Sharia is the prohibition of harming and torturing animals, as stated in the hadiths about the woman who was punished for a cat, and the Prophet's (peace be upon him) prohibition of startling a bird (hummarah) by taking its young, and his urging for kindness during slaughter.

However, it is permissible to cause harm to an animal when there is a legitimate need, such as hunting for food, unlike torturing it for amusement, like using an animal as a target for shooting.

Based on this, fishing is permissible because it serves a recognized sharia interest. And even if it involves harming worms or small fish used as bait, it is no different from harming an animal when slaughtering it for benefit and consumption.
