What is the ruling on congregational prayer for someone who missed the time of prayer with a man who performed it on time, and is his prayer considered performed on time by doing so?

Whoever misses a prayer must make it up immediately, for the Prophet, peace and blessings be upon him, said: "Whoever forgets a prayer or sleeps through it, let him pray it when he remembers it; there is no expiation for it except that." If one prays a makeup prayer behind someone who is praying an on-time prayer, this is permissible according to the Shafi'is and Hanbalis.
