Is it permissible for the women of Mecca to perform Hajj without a mahram, accompanied by a group of women and without any men among them?

It is not permissible for a woman to travel without a mahram (definition), even if the journey is short, due to the Prophet's (peace and blessings be upon him) saying: "A woman must not travel except with a mahram." Accordingly, there is no set minimum for what is considered travel, and any journey that is called travel is forbidden for a woman without her husband or a mahram. Scholars have differed regarding whether leaving Makkah for Mina and Arafat is considered travel; those who considered it travel stipulated the presence of a mahram, while those who did not consider it travel did not stipulate it, especially if the woman is with trustworthy women and is safe.
