Is what this man says – that America is more of an abode of Islam than the lands of the Two Holy Mosques, and that Allah has enjoined modesty upon women and men without the obligation of covering the head – true or false, with evidence? And is it permissible to pray behind him if he insists on his opinion?

First: The statement that America is a land of Islam more so than the land of the Two Holy Mosques is false and requires no proof.

Second: Covering a woman's head is an obligation by the consensus of scholars, and the evidence for hijab (definition) is abundant, including His Almighty's saying: (O Prophet, tell your wives and your daughters and the women of the believers to bring down over themselves [part] of their outer garments. That is more suitable that they should be known and not be abused. And ever is Allah Forgiving and Merciful) Al-Ahzab/59. The jilbab is brought down over the head to cover the face and chest. The head and hair must be covered from non-mahram (definition) men, even if there is a difference of opinion regarding covering the face. The hair of an elderly woman is 'awrah, just like that of a young woman.

Third: The Qur'an and Sunnah (definition) must be glorified, and their limits must be adhered to, without taking from every barking dog. Muslim women should emulate the female Companions who hastened to cover their bodies when the verses of hijab were revealed.

Fourth: This speaker should be advised and the ruling on hijab explained to him. If he persists in his stance, he should not be allowed to teach, lead prayers, or preach, and he should be shunned until he returns to the truth.
