Does congregational prayer become not obligatory for someone who lives 1300 meters away from the mosque and has no means of transportation?

The Prophet, peace and blessings be upon him, made hearing the call (to prayer) the criterion for the congregational prayer being obligatory. So, whoever hears the call in normal circumstances, without a loudspeaker, is obliged to attend the congregational prayer, due to the Prophet's saying, peace and blessings be upon him: "Whoever hears the call and does not come, there is no prayer for him except for an excuse." So, if he hears the call, attending the congregational prayer is obligatory upon him, according to the soundest opinions of scholars. Otherwise, it is not obligatory and remains a Sunnah (definition).
