Is it permissible to kiss a female friend on the mouth?

Your love for the girl due to her good heart and morals is good, and it should be a love for the sake of Allah, so that you may both attain Hisفضل (grace/bounty), while being careful that this love does not lead to what is forbidden. Kissing on the mouth between one woman and another is disliked if it is not with desire, and it is forbidden if it is with desire. It is better to avoid it entirely.
