The answer

Whoever breaks their fast in Ramadan due to a legitimate Shar'i excuse must make up the days they missed. It is not permissible to delay making up these days until the next Ramadan unless there is an excuse. Therefore, whoever delays it without an excuse has sinned and must feed a poor person for each day as expiation for the deliberate delay. As for whoever delays it due to an excuse, they are only required to make up the fast. It is not permissible to substitute making up the fast with feeding, as Allah Almighty says: "But whoever is ill or on a journey, then a prescribed number of other days."

Accordingly, if the delay in making up the fast until another Ramadan is due to a legitimate Shar'i excuse, then there is no expiatory feeding (fidyah), but rather the fast must be made up whenever possible. However, if there was no excuse for the delay, then expiatory feeding is obligatory for each day, along with making up the fast whenever one is able to.
