What is the ruling on an expatriate employee taking money for a training course that he did not attend?

Your brother was obligated to attend the course he previously agreed to, for the Prophet, peace and blessings be upon him, said: "Muslims are bound by their conditions." Therefore, it is not permissible for him to keep the money, as he is not entitled to it. He must inform the company of the truth of the matter. The company then has the choice, if it wishes, to withdraw the amount from him or to let him keep it.
