Is it obligatory for people to fulfill the request of someone who frequently commands them in worldly matters?

The general rule is that asking people for things is not permissible, and it is better to do without it as much as possible, because it involves abandoning reliance on Allah. Asking a created being is permissible in some circumstances and may be prohibited in others. The Prophet (peace be upon him) advised Ibn Abbas: "If you ask, then ask Allah," and he forbade some of his companions from asking people for anything whatsoever. Asking for Ruqyah (incantation), which is seeking Ruqyah, is not included in this absolute prohibition, but it is a type of supplication. One who asks excessively should be advised by clarifying the Sunnah to him, and by reminding him to fulfill his needs himself if he is able, and not to be a burden on people. If he asks for something minor, one is not obligated to answer him, but whoever helps him will be doing good, and Allah will not let his reward be lost.
