Is it obligatory to go to the mosque for prayer when madhy (pre-seminal fluid) is discharged most of the time?

If a Muslim is certain that walking to prayer will result in the discharge of wadyy, then he is excused from attending the congregational prayer in order to maintain his ritual purity (tahara). However, if he can wait until the wadyy discharge stops, so he can pray in congregation while being ritually pure, then he should do so. But if it is not possible to combine ritual purity with congregational prayer because the discharge of wadyy takes a long time, then maintaining ritual purity takes precedence, even if it leads to praying alone. And if the discharge of wadyy is continuous most of the time, then the rulings applicable to a person afflicted with سلس البول (urinary incontinence) apply to him.
