Is it possible to seek knowledge solely from books, or from innovators' scholars in fields other than creed, such as Tajweed, given the inability to travel and seek knowledge from non-innovator scholars? And when is a student of knowledge considered a scholar?

Seeking blessings through the relics of the Prophet, peace and blessings be upon him, is permissible. Innovations (bid'ah) vary in their severity, type, and effect. Practical innovations are not like doctrinal innovations, and true innovations are not like additive innovations. It is permissible to seek knowledge from an innovator (mubtadi') in areas where there is no room for innovation. Seeking knowledge solely from books is contrary to the original principle and has its drawbacks, but it is better than abandoning knowledge altogether if no other means are available.
