If the reason for the decrease in car values is the depreciation of the currency, then there is no harm in selling, buying, or mediating such transactions. However, if you know that its owner sold it for a very low price with the intention of later reporting it stolen to claim its value from the insurance, then it is not permissible for you to sell, buy, or mediate such a transaction. This is because it constitutes cooperation in sin and aggression, which is forbidden by religious law, as stated in the verse: "And do not cooperate in sin and aggression." Rather, it is obligatory to forbid this act, as it is a form of consuming people's wealth unlawfully.
