Is it legislated to say "Ameen" or lower the hands when concluding the Qunut supplication with Salat upon the Prophet, may Allah bless him and grant him peace?

Scholars have differed regarding sending blessings upon the Prophet (peace and blessings be upon him) in the Qunut: Is it a supplication or an eulogy?

If it is said to be a supplication, then it is recommended to say "Ameen" and raise the hands, because it is a supplication. If it is said to be an eulogy, then it is recommended to participate in it silently while raising the hands, even if it is an eulogy. The people of knowledge have explicitly stated that sending blessings upon the Prophet is a supplication for which "Ameen" is said, and it is recommended to raise the hands during it and during all other supplications.
