Is it permissible to shorten the prayer when returning from a journey, after having covered a distance of 60 km, then cancelling the journey and returning?

If one intended to travel but then decided to return, there are two scenarios:

1. If the distance from the point of return to his hometown is equal to or greater than the distance that permits shortening prayers (masāfat al-qaṣr), then he is allowed to avail himself of the concessions of travel.

2. If the distance is less than the distance that permits shortening prayers, then he is not allowed to avail himself of the concessions of travel. This is because it is considered that he has initiated a new journey, and therefore he should not shorten prayers unless the distance is equal to the distance that permits shortening prayers (80 km).

This is the position held by the schools of thought of the four Imams.
