Is "man" in Ayat al-Kursi: "Who is it that intercedes with Him except by His permission?" an interrogative of denunciation like "Is there a god with Allah?" in Surat An-Naml?

"Man" (مَن) here is an interrogative particle for negation and denial. The interrogation in the verse conveys a strong denial to anyone who claims that someone has the ability to benefit another through intercession or otherwise.
