Is it permissible for a husband to marry a second woman with money he possesses if he will pay the deferred mahr to his first wife in installments as agreed upon?

If the husband is unable to pay the deferred dower in one lump sum, he is permitted to pay it in installments, even if the wife refuses, based on the Almighty's saying: "And if there is one in [financial] hardship, then [let there be] postponement until [a time of] ease."

If the husband is able to pay the deferred dower, and the wife agrees to its installment or waiver in exchange for marriage to another man, there is no objection. However, if the wife does not agree to the installment of the deferred dower, and the husband is able to pay it, then he must settle the debt, because "delay [in payment] by a rich person is oppression."
