Is it permissible for a mother to wipe over compressive medical stockings during ablution, especially given her suffering from rheumatism and the difficulty of removing the stockings?

If a trustworthy doctor informs a patient that removing her socks and using water would harm her, then she should wash the rest of her ablutionary limbs and as much of her feet as she can, either by herself or with assistance. Otherwise, she should wipe over her socks, in which case its ruling is like that of a splint (جبيرة). However, if removing them does not harm her, then she must remove them and perform ablution with water for each prayer. She can then wear medical socks, followed by regular socks, and wipe over them for a day and a night.
