Is a menstruating woman's entry into the mosque to give her blind father food and medicine considered a necessity, or is it a sin requiring repentance?

A menstruating woman is not permitted to stay in the mosque, but she is allowed to pass through it if there is a need, without lingering. For example, if she enters to give her father food and medicine, and then leaves immediately. This is based on the Almighty's saying: "Nor as those passing through, unless you have washed" (Quran 4:43). And because Aisha narrated that the Prophet, peace and blessings be upon him, said to her: "Hand me the mat from the mosque." She said: "I am menstruating." He said: "Your menstruation is not in your hand."
