Is it permissible to use public water sources for personal purposes, such as washing a car or filling containers?

Water is of three types: general water in which no one has any hand, such as rivers and seas; water dug by a group for watering animals; and water contained in vessels. The water contained in vessels is owned by its possessor and may be sold or gifted. It is not permissible to take it except out of necessity, when there is fear of perishing. General water prepared by the state for drinking and similar purposes is treated like water made available for public use (sabil), and its designated purpose must be observed during use. It is not permissible to use it for other purposes, except what is customary or what is negligible and tolerated. As for washing cars with general water, this causes harm and is not permissible unless authorized by the competent authority or if it is customary without causing harm.
