What is the ruling on celebrating the Hijri New Year with the aim of inviting non-Muslims, offering food and oriental music, and displaying explanatory pictures of an oriental nature?

Using and listening to musical instruments, whether Eastern or Western, is prohibited. Celebrating the Hijri New Year is an innovated bid'ah (religious innovation) that neither the Messenger of Allah, peace and blessings be upon him, nor his companions did. Every innovation is a bid'ah, and every bid'ah is misguidance. Whoever wishes to call people to Allah should do so with knowledge and insight, not by establishing something innovated or prohibited, but rather by what is legislated, such as introductory lectures about Islam and the Prophet's biography, peace and blessings be upon him.
