The answer

If the visit is between Muslim women, or with non-Muslim women (Christian, Buddhist), with the aim of guidance, advice, inviting to Allah, teaching good, admonition, and cooperating in righteousness and piety, then it is commendable and enjoined.

As for visits that are for worldly matters, or play, or idle talk, or eating, and the like, they are not permissible with disbelieving women; out of fear of corrupting the visitor's religion and morals, and because disbelievers are enemies who should not be taken as close companions or friends.
