What is the ruling on saying: "So-and-so is not in the Hand of the Most Merciful" or "So-and-so is not in the Hand of the Most Merciful"?

If the meaning intended by the two phrases is that so-and-so is not under God's compulsion and authority, then this is a disparagement of God's power, and its utterer leaves the fold of Islam if he believes this meaning.
