Does a divorce take effect when the wife says to her husband, "I divorce you," after he has said to her, "You divorce me"?

Divorce does not occur by the husband's statement, "I will divorce you," unless the husband intends to delegate the divorce to the wife and she intends to divorce, as stated in Qalyubi's commentary on Sharh al-Minhaj. However, if the intention is to promise divorce in the future, then divorce does not occur.
