What is the ruling on stoning the Jamarat on the 13th day of Dhul-Hijjah at approximately 10:00 PM, given that we are residents of Makkah, and does this entail a fidyah (expiatory payment), and can this be compensated by stoning the Jamarat next year?

The last time for throwing the pebbles is just before sunset on the thirteenth day. If one delays the throwing until after sunset, they have missed it and a dam (expiatory sacrifice) becomes obligatory upon them. One does not resort to fasting except when unable to offer the dam. The dam is a sheep to be slaughtered in Mecca and distributed among the poor of the Haram. As for throwing the pebbles on the second day after Maghrib, there is no harm in it. If one delays throwing the pebbles on the twelfth day and throws them at night, it is sufficient, and nothing is held against them, provided they spend the night in Mina and throw for the thirteenth day.
