Is it considered a sin for a daughter not to communicate with her father who has not sought to communicate with her for four years?

Divorce between spouses should not be a reason for a father to sever communication with his children. Nor does it absolve him of the obligation to financially support and care for them. His neglect in this regard is a sin, as the Prophet, peace and blessings be upon him, said: "It is enough sin for a man to neglect those whom he supports." Children are obligated to maintain ties with their father, through whatever means possible, such as visiting, calling, or giving gifts, even if the father has wronged them or fallen short in his duties towards them. This is due to the great virtue mentioned in maintaining ties with those who sever them, and showing kindness to those who mistreat you. The Prophet, peace and blessings be upon him, said: "The one who maintains ties of kinship is not the one who reciprocates, but the one who, when his ties of kinship are severed, reconnects them."
