What is the ruling on some people refusing to repay loans to the Real Estate Bank under the pretext that they have a right to the treasury of the Muslims (Bayt al-Mal) and the state is not giving them their right?

It is not permissible to evade repayment of a loan to the Real Estate Bank, as this involves betrayal and aggression against public funds. Allah has commanded the fulfillment of trusts and the honoring of contracts, and has forbidden betrayal. The treasury of the Muslims belongs to everyone, and aggression against it is forbidden. The state's failure to give him his due does not justify breaking the covenant with the bank.
