Your father, who has lost his mind and memory, is not obligated to fast or to feed the poor, for the intellect is the basis of religious accountability (taklif), and whoever loses it is no longer subject to religious obligations. As for managing his wealth, his case must be brought before the judiciary to appoint a guardian for him. If you are the guardian, you must manage his wealth in a way that is most beneficial to him, such as investing it for growth. You are not permitted to give charity from his wealth.
