Does person "X" deserve a commission of 60,000 Riyals, taking into account that he was not the reason for the project being awarded, and that his estimation of the profit was mistaken and harmful, in addition to his attempt to obstruct the awarding of the project?

You are obliged to fulfill what you agreed upon with the person who guided you to the project, which is a commission of 60,000 Riyals, because of Allah's saying: "O you who have believed, fulfill [all] contracts," and because of the Prophet's (peace and blessings be upon him) saying: "Muslims are bound by their conditions." It is permissible to take a fee for guidance, but you can ask him to reduce the amount, and if he agrees, there is no harm.
