Are the benefits of lowering one's gaze restricted only to those who lower their gaze when lust is present, or do they include those who lower their gaze from women unconditionally, even if they do not feel lust?

A Muslim must lower their gaze from that which is unlawful for them, regardless of whether desire is present or not; in obedience to the command of Allah the Almighty in His saying: "Tell the believing men to lower their gaze and guard their private parts. That is purer for them," and to the saying of the Prophet, peace and blessings be upon him: "The zina (adultery) of the eyes is looking." Lowering the gaze is an act of obedience to the command of Allah and His Messenger, and its effect is deeper and more profound when the temptations to sin are stronger and its paths are made easy. Striving against the self in the presence of desire is the best type of jihad, as the Prophet, peace and blessings be upon him, said: "The mujahid (striver) is he who strives against his own self for the sake of Allah the Almighty and Majestic." And Allah has promised guidance to those who strive for His sake in His saying: "As for those who strive hard in Us, We will surely guide them to Our paths. And indeed, Allah is with the doers of good," and this jihad includes striving against the self, patiently enduring harm, and supporting the religion, which is the greater jihad.
