Is there a consensus on the disbelief of one who abandons prayer, and how should a father who abandons prayer be treated, and should his guardianship be withdrawn?

Whoever abandons prayer out of denial of its obligation has disbelieved by consensus. As for whoever abandons it out of negligence, the majority of scholars hold that he has not disbelieved, but the preponderant opinion is that he disbelieves by abandoning it entirely. It is obligatory to be dutiful to the one who abandons prayer, to be kind to him, and to continue advising him. He must be obeyed except in disobedience, for Allah Almighty says: "But if they endeavor to make you associate with Me that of which you have no knowledge, do not obey them but accompany them in [this] world with appropriate kindness." Do not withdraw the power of attorney from him unless you know that he will dispose of your money unlawfully.
