Is it permissible to use state property for religious purposes? And what is the interpretation of the hadiths: "May Allah illuminate the person who hears my words, preserves them, and conveys them, for perhaps one who carries knowledge of fiqh conveys it to one who is more knowledgeable than him," and "Perhaps one who carries knowledge of fiqh is not himself a faqih (jurist)?"

State property may only be used with the permission of the official in charge of it, unless it is fixed, non-consumable, and its use does not affect it. As for the hadith: "May Allah illuminate the face of one who hears a hadith from us, memorizes it, and conveys it to others; for perhaps the one who carries knowledge is not a jurist, and perhaps the one who carries knowledge conveys it to someone who is more understanding than him," it is a prayer for radiance and delight for whoever memorizes the Prophet's hadith, peace and blessings be upon him, and conveys it to others, or an announcement that whoever does so will have a good appearance, indicating the importance of conveying knowledge and calling to it.
