What is the ruling on using state property (such as school printers, paper, and ink) for da'wah (calling to Islam) without the permission of officials, taking into consideration cases of being able to avoid it, or not being able to, or being able with difficulty?

It is not permissible to use state property except with the permission of whoever has the authority to grant such permission. Neither necessity nor noble intention permits disposing of state funds without the permission of the official responsible for them.
