Is it permissible for a husband to consider the money his wife earns from her work as his property, based on him taking her to and from work, and is it permissible for the wife to give charity from this money without his permission if he considers it his property?

The wife's salary is her exclusive right, and she may dispose of it as she wishes, so long as she is not foolish. Her husband has no right to it except with her consent. If the husband transports her to work, and he intended it as a donation, then he is owed nothing. But if he intended it as a wage, then he is entitled to a fair market wage, no more.
