Is it permissible to pay Zakat on money in Algeria, and to delay paying it due to the current inability to send the money, while authorizing someone to pay it upon return?

The basic principle is that Zakat on money is tied to it and is distributed in its place. So, if part of the money is in France and the other part in Algeria, it is preferable to pay the Zakat for each part in its respective location. Nevertheless, it is permissible to pay all of the Zakat in Algeria if there is a benefit in doing so, especially if it serves a legitimate Islamic interest. It is also permissible to appoint someone to distribute the Zakat. There is no harm in paying the money directly to the agent or for the agent to pay it from their own money, thereby becoming a debt upon them.
